2026 Honorees

Congresswoman Dean’s concern for equality — and desire to expand her public service — inspired her run for Congress. In 2018, Pennsylvania had 18 Congressional seats — and zero women representing them. Along with a cadre of other women from across the state, Congresswoman Dean set out to change that. She ran for the Fourth Congressional District seat and won. Now in her fourth term representing Berks and Montgomery Counties, Congresswoman Dean serves on the House Appropriations and Foreign Affairs Committees. In Congress, Congresswoman Dean remains focused on decency and the common good — that means addressing issues that affect Americans deeply, including gun violence, the opioid epidemic, healthcare, and education.
Congresswoman Houlahan is an Air Force veteran, engineer, entrepreneur, educator, and nonprofit leader. She is serving her fourth consecutive term representing the people of Pennsylvania’s 6th Congressional District, which encompasses Chester County and southern Berks County. Congresswoman Houlahan is the first female veteran to be named as Ranking Member of the House Armed Services Committee’s Military Personnel Subcommittee and a member of the House Permanent Select Committee on Intelligence. She is also chair of the Economic Growth and Cost of Living Task Force on the New Democrat Coalition.
Congresswoman Scanlon has dedicated her career to serving the most vulnerable — first as a lawyer and now in Congress. She was first sworn into the U.S. House of Representatives on November 13, 2018, following a special election, and currently represents Pennsylvania’s 5th Congressional District. Congresswoman Scanlon’s legislative priorities include voting rights, access to justice, education, supporting economic growth for her region, common-sense gun safety, women's rights, and ending hunger. All of these priorities align with Congresswoman Scanlon’s main goal as an elected official: protecting and improving the lives of America’s children, families, veterans, and seniors.
Mary Scout is a longtime leader and champion for women’s equity whose impact spans decades of service, governance, and institutional stewardship. A foundational leader of WOMEN’S WAY, she joined the Board of Directors in 1981 and later served as Board Chair from 1985–1988, leading major fundraising efforts and milestone initiatives. Since 1997 she has served as Controller, providing steady leadership across generations and playing a critical role in sustaining the organization’s mission.
Ballard Spahr has been a steadfast partner to WOMEN’S WAY since our founding in 1976. At a pivotal moment, attorneys from the firm provided pro bono legal support to help establish the organization’s foundation, guiding incorporation, governance, and early structure. What began as an act of partnership has grown into a 50-year relationship. Ballard Spahr has continued to offer trusted counsel, helping WOMEN’S WAY navigate change and stay focused on advancing gender equity across the Greater Philadelphia region.
